Technology and innovation policy measures seek to contribute to enhancing the competitiveness of Finnish industry and the well-being of society, with the aim of making Finland capable of providing companies with a top-flight innovation environment internationally, which also attracts foreign R&D investments. Thus, at the beginning of its term, Prime Minister Vanhanen’s second government intends to prepare a National Innovation Strategy.

During the current term of government, R&D funding will be increased to 4 per cent of Finland’s gross national product. This funding will be allocated to centres of strategic excellence in sectors that are pivotal to the development of the national economy, society and citizens’ welfare. The regional innovation base as well as co-operation between business communities and education and research communities will be strengthened through a Centre of Expertise Programme that consists of cluster-based networking.

In addition to technology, emphasis is given to contributing to stronger business management skills, the development of service innovations and growth entrepreneurship. It is of particular importance that innovations be promoted that are based on customer and consumer needs. R&D activities in energy and environmental technology as well as public procurement will support a goal-oriented climate policy.

In terms of the competitiveness of companies and the entire innovation system, networking with leading countries and regions in technology is important. Consequently, the network of international innovation centres will be expanded. In addition, standardisation activities at European and international level is forming a part of the development of the innovation environment.

The technology and innovation policy is the responsibility of the Ministry of Employment and the Economy. Agencies in the Ministry’s sector participate in the implementation of this policy.
