Academy of Finland research programmes
Research programmes are one of the key instruments of the Academy of Finland for research funding. New programmes are being launched annually. A research programme is composed of a number of interrelated research projects focused on a defined subject area. Initiatives for a programme may be prompted by research needs within a new theme area or field of research, generated by topical research problems, important fields and scientific findings.
Research programmes have the objectives of raising the scientific standards of research within a certain field of research; promoting multidisciplinarity, interdisciplinarity and international cooperation; of creating and strengthening the knowledge base; of promoting professional careers in research and the net working of researchers; of intensifying researcher training and of supporting the establishment of creative research environments.
Research programmes are scheduled to run for a set period of time, usually for three or four years. In general, other funding bodies, both Finnish and foreign, are also involved.
In 2003, seven new research programmes were launched at the Academy of Finland. These are Systems Biology and Bioinformatics (SYSBIO), Russia in Flux, Future Electronics (TULE), Health Services Research (TERTTU), Social Capital and Networks of Trust (SOCA), Industrial Design, and Environmental, Societal and Health Effects of Genetically Modified Organisms (ESGEMO).
In 2004, the main part of the research programme funding was given in the infrastructure programme. Only one normal type research programme was launched, Environment and legislation.
Tekes programmes
Tekes programmes are forums for the exchange of information and networking between businesses and research groups.
They provide opportunities for carrying out ambitious R&D projects and for developing business expertise and international cooperation. Moreover, the programmes provide a gateway to collaborating with the best research groups and innovative R&D companies in Finland.
Currently, around half of Tekes's funding is allocated through programmes. It is estimated that in 2012 the programmes' share of Tekes's funding will reduce to around 25 per cent.
Funding for strategically important areas
The programmes target strategically important areas of R&D that Tekes has identified together with the business sector and researchers.
Typically, a programme lasts 4–6 years. Tekes generally finances about half of the project costs. The other half comes from the participating businesses and research units.
Every year, businesses participate in around 3,300 projects and research-intensive universities in around 1,400 projects.
Services associated with Tekes programmes
Besides financing, the programmes increase the exchange of information and know-how by providing professionals with both networking opportunities and the very latest information on new innovations in their fields.
At the core of the programme are also services that support companies' business, such as models for defining shared visions, seminars, training programmes and international visits, and liaison aimed at facilitating researcher exchange.
